Set seven years after the world of Cole MacGrath, Seattle has been locked down by the Department of Unified Protection (DUP for short), which is an organization rendered specifically to deal with any bio-terrorism to ensure that the events of Empire City and New Marais do not happen again. Since the events of inFamous 2, DUP has since renamed the Conduits as Bio-terrorists and have been rounding them up, locking them away and killing them. The events that transpire in inFamous: Secons Son assume that the Good Ending occured at the end of inFamous 2 so that rather than all conduits ending up killed at the hands of the RFI, some survived.
The game centres around Delsin Rowe who, after one day witnessing a bus crash and attempting to help, realized his own powers as a Conduit, the ability to steal another conduit's abilities. With his new abilities and his older brother Reggie, a police officer, Delsin dedicates himself to fighting back against the oppressive DUP, as well as other Conduits such as Abigail Walker.
As with previous games in the series, Karma plays a heavily role in the perception of its protagonist, Delsin, and the outcome of the main story. Delsin's abilities are revealed to be that of being able to absorb the powers of other Conduits, therefore replacing the electric-based abilities of Cole from the first two games. Each ability lends itself to a different style of gameplay, altering the way the game is ultimately played quite drastically.
The elements that are absorbed in order to replenish Delsin's power vary from power to power. With his Smoke ability, he is required to absorb Smoke from Chimneys, or with Neon, stealing electricity from street signs. This can be done via use of the touch pad on the Dualshock 4 controller. Each power can be switched to and from one another by absorbing the corresponding element.
A minor change to the gameplay has also occurred in the destruction of objects. Not only can more objects be destroyed in inFamous: Second Son, but they shall also remain damaged throughout the rest of the game, something that did not occur in previous inFamous titles.
Conduits are renamed as Bio-terrorists in this game. The following people are confirmed Conduits:
Smoke and Neon are the two currently confirmed powers, however Sucker Punch also announced that there are many more powers out there and these two are just the "tip of the iceburg." Actors for the characters in the game are recorded with a combination of voice work and motion capture. The latter was specifically enhanced to capture the actors facial expressions in more detail when performing to make the game more realistic. Due to this, most of the characters in the game strong resemble the actors playing them.
Sucker Punch Productions officially announced the game on February 20, 2013.  Initially the only power demonstrated on Delsin was Smoke but Sucker Punch had confirmed that Delsins true power came from his ability to absorb the abilities of other Conduits.
Previews for the game were generally favourable. Neoseeker made particular note of the lack of originality in the idea of the impact of the choices Delsin makes during his mission involving Abigail Walker. Also favourable were the impressions of the visuals on the Playstation 4 console, citing it "The visuals were where I found my priorities lied, but Sucker Punch had others set for the demo."
